Ms. Hager is a managing attorney at the Center, supervising the workers’ rights and public benefits team leaders. Sovereign joined the Center in 2013 and has led the Center’s public benefits advocacy for several years. This includes litigation and legislative efforts that improve access and fair administration of state programs that help New Mexico families meet basic needs. Prior to joining the Center, Sovereign worked as a Staff Attorney at DNA-People’s Legal Services in Shiprock, New Mexico, assisting low-income patients at three Indian Health Service facilities with legal problems affecting their health. Her advocacy included public benefits, domestic violence, special education, housing, consumer and workers’ rights. Sovereign has past advocacy experience working to improve farmworker pay and living conditions and enforcing fair housing laws.
